The DHS Enterprise Solutions Office, Information Technology Acquisition Center’s (ITAC) has a requirement for commercial IT commodity solutions for a wide variety of applications throughout the Department and its 22 Operating Components

The current contract is referred to as “FirstSource II.” This opportunity reflects the potential follow-on, “FirstSource III.”

FirstSource is a DHS-wide multiple-award, indefinite delivery/indefinite quantity (ID/IQ) contract vehicle, specifically designed as the preferred source to acquire information technology (IT) commodity products (equipment and supplies and associated services) within DHS. FirstSource is part of the DHS Strategic Sourcing program.

FirstSource allows DHS to:

  • Leverage its significant buying power to provide the best possible prices
  • Facilitate implementation of DHS IT Architecture Standards
  • Provide a fast and flexible mechanism for Components, EAGLE and other DHS contractors to acquire IT commodities and associated services
  • Facilitate asset and spend management
  • FirstSource is considered “mandatory for consideration” throughout DHS and uses the concept of “fair opportunity” for conducting delivery order competitions.

Previous Requirements

First Source Program Objectives:

  • System Requirements – All hardware and software components must be factory-installed and ready for immediate use (e.g., device drivers loaded; all cables and adapters included). Documentation must be included and/or available on-line for all products offered. DHS intends to integrate products provided from these contracts into various DHS network environments. For this reason products provided under this contract must contain industry-standard ports and interfaces for network connectivity, printing, communications, device control, etc.
  • Contractor Provided Software Licenses – All software ordered under this contract must be furnished with a perpetual, transferable, right-to-use license.
  • OEM Management Considerations – The prime contractors will be responsible for the management of their OEMs, suppliers and subcontractors during the term of the contract. Because of this, contractors shall consider the assessment, coordination, and management of its OEMs, suppliers, and subcontractors who provide the products included in the proposed catalog.
  • Management of Technology Refreshment – DHS requires that the contractors be responsible for introducing new equipment (both hardware and software) to the DHS catalog as soon as it is available commercially from the OEM(s).

PRICING INFORMATION – Section B states:

  • Obtain the lowest prices for all products and related services on catalogs offered by the contractor as determined through application of the contractor’s Dynamic Pricing Model to the catalog offerings
  • Maintain continuous access to new IT technology as the technology is introduced to the commercial marketplace through the contractor’s commercial catalog
  • Provide and implement a set of performance measurements and metrics for the contractor’s achievement of the First Source Program Objectives, to provide current and accurate data for measuring the contractor’s performance over the entire term of the contact; and to provide current and accurate data for the following areas:
    • “Customer Satisfaction” regarding how satisfied DHS customers are with the products and services delivered under the contract
    • “Spend Management” regarding what IT commodities DHS is buying, how much DHS spends for it, what Operating Components are buying it, and from whom is it being purchased
    • “Asset Management” regarding what DHS is buying, initial equipment location data, the status of warranties and other service agreements, and other relevant equipment data
    • “Problem Resolution” regarding the status and resolution of problems (technical, delivery, warranty, etc.) reported by DHS customers under the contract
  • Meet dynamic DHS customer requirements for IT commodities, special delivery needs, and related services throughout the term of the contract
  • Apply the contractor’s commercial “punch-out” capability for the order input and tracking process through the secure, DHS sponsored web-portal
  • Implement standardized IT configurations and solutions consistent with the evolving DHS Enterprise Architecture standards

Power Requirements – All hardware shall be operable at all DHS locations including OCONUS locations using the standard power outlets available at the location, including:

  • IT equipment and software, networking equipment, wireless technology, imaging products, voice recognition technology
  • On-line data reporting services for order, delivery, warranty, asset, and spend tracking
  • Associated product maintenance, installation, and support

Scope

The purpose of the FirstSource II contracts is to provide DHS with the ability to purchase a full array of value-added reseller (VAR) services for Information Technology (IT) commodities and solutions. VAR services include, but are not limited to:

  • Configuration consulting and design
  • Systems integration
  • Installation of multi-vendor equipment
  • Customization of hardware or software
  • Training
  • Product technical support
  • Product maintenance
  • End-user support

Any commercially available information technology product may be made available through this contract. Equipment is categorized as follows:
